7. New territorial organization and public finances

7.1 NOTRe law

The territorial reform that is being put in place following the publication of the NOTRe Law (Law of August 7, 2015 on the new territorial organization of the Republic), also involves recourse to the economy, understood here in its less broad and more financial aspects.

Water, sanitation and other responsibilities are to be transferred from communes to communities of communes and agglomerations. Similarly, GEMAPI and stormwater management will be transferred to intercommunalités. This implies (source: economics section of the Office International de l'Eau website) :

  • a study to ensure tariff convergence in the more or less long term for the service concerned in the new territory;
