Intervention strategies need to be drawn up, including the identification of immediate measures that can be taken to mitigate the crisis.

In fact, you'll need to act even if you don't have all the information you need to make a decision. What's more, taking action under uncertainty will reverse the usual line of reasoning, which is to analyze a situation, set an objective, then determine possible options and, having chosen one, take action with a plan to achieve that objective.

This "prudent" approach aims to put all the odds on one's side. Machiavelli proposes an entirely different approach: "by acting, parties are revealed which would have remained hidden had we not acted".
