1.1 Street Lighting: A Key Energy Expenditure

Street lighting is one of the largest and most visible energy consumption categories for French local governments. It falls primarily under the responsibility of municipalities and intermunicipal associations, which provide funding and manage the system, often with the support of energy consortia and specialized service providers for operations and maintenance. The system comprises approximately 11.6 million light fixtures. Nearly half of the light fixtures are now equipped with LEDs (48.6% by the end of 2024), while the fleet’s electricity consumption is estimated at 2.6 TWh in 2024, representing a 22.6% decrease compared to 2022
