2. Technological and Regulatory Landscape
Recent advances in lighting technologies and the regulatory framework have profoundly transformed the conditions under which public lighting systems are managed. Progress in luminous efficacy, dynamic control, and monitoring has opened up significant room for maneuver in terms of energy performance and adaptation to specific uses.
At the same time, the strengthening of the regulatory framework regarding the limitation of light pollution—particularly since the decree of December 27, 2018—as well as the growing consideration of energy efficiency issues in public policy, have helped reposition public lighting as a lever for environmental and urban policies.
An analysis of these developments helps us understand not only the opportunities available today to local governments for modernizing their lighting infrastructure, but also the constraints and obligations that shape their decisions.
