11.1  General

Controlling the export of dual-use goods usually involves large and medium-sized high-tech companies, which have a good command of regulations and procedures.

But it may also concern small or medium-sized production, service or trading companies, for which the goods concerned may represent only a small part of the business, and for which it may be more difficult to master these complex and evolving regulations.

However, it is essential that all the company's players, and in particular development engineers and sales staff, have a good grasp of the legal, commercial and financial risks involved.
