3. Targets imposed on states

3.1 Nature of the objectives to be achieved by Member States

The objectives detailed in this chapter do not directly concern businesses. They commit each Member State to the European Union and its public opinion. If these objectives are not achieved, there are no individual sanctions against businesses. However, Member States delegate their responsibility to eco-organizations in their countries, which themselves establish rules encouraging their members (businesses) to design packaging or implement alternatives to plastic that enable the country to achieve European objectives. At this level, companies become involved, for example, through the modulation of eco-contributions depending on whether the packaging is in line with or contrary to the objectives (see §
