1. Identify the objectives of risk analysis

The risk analysis must :

  • cover the various phases of plant operation, i.e. normal operation, maintenance, shutdown and restart, not forgetting degraded operation;

  • enable exhaustive identification of accident scenarios;

  • assess the probability of occurrence, kinetics and severity of accident scenarios;

  • identify and characterize the performance of risk control measures (RCMs) designed to prevent and limit the consequences of accident scenarios;

  • to assess the acceptability of risks and rank them in order of importance.
