The first phase of Basic Design was completed at the end of 2002, with the drafting of a preliminary safety report. At the same time, the functional capability and performance of all new systems and components were successfully evaluated under realistic and conservative boundary conditions on large-scale test facilities in Finland, Switzerland and Germany
