4. Network deployment

As is often the case when major telecoms projects get underway, with multiple players involved, where only a simultaneous launch in several countries makes economic sense, and where the new technology is complex to master, the initial timetable undergoes major changes.

4.1 Initial schedule

When ETSI first considered the development of UMTS, it was generally agreed that the first networks would be launched exactly ten years after the first GSM trials, i.e. in 2001. Subsequently, the timetable was refined by defining the following stages:

  • pilot networks in major European countries: 2000 ;

  • networks supporting preferred, non-paying subscribers: 2001 ;
