Overview
ABSTRACT
In today's fast-changing world, driven by the explosion in scientific and technological knowledge and the ever-faster evolution of digital tools, intelligence has become an indispensable tool in all business sectors. Its successful implementation requires an appropriate structure, equipped with the most effective Artificial Intelligence (AI) resources and tools, and carried out by qualified “watchers”. This article focuses on the challenges and opportunities of scientific and technological watch (STW) for higher education and research, competitive clusters, companies and local authorities. It also looks at the evolution of the concept of intelligence in the digital age, its different types, sources and tools, and its methodology. Examples of intelligence practices in higher education, research, business and local government are also included. The article also puts forward proposals for further developing the practice of intelligence.

INTRODUCTION
At both individual and collective levels, intelligence is essential for modernizing training and research resources and tools, staying competitive, anticipating market trends, developing a sustainable economic development strategy and, more generally, for a successful professional career and leadership position in one's field of activity. More than ever, market intelligence is essential for any investment that enables public and private sector organizations to become more agile, responsive and competitive. By identifying opportunities and anticipating risks, intelligence contributes to individual emancipation, corporate sustainability and regional attractiveness. The challenges and opportunities presented by intelligence include :
monitor scientific, technological, economic, regulatory and societal advances at national and international levels in real time;
Anticipate changes in teaching methods, technological developments, emerging trends, new societal demands, and geopolitical changes to make informed strategic decisions;
identify win-win partnership opportunities in business and research, development and innovation (RDI) activities;
Mitigate risks by preparing for potential threats and taking appropriate measures to avoid them;
strengthen individual and collective competitiveness, to ensure ongoing growth and sustainability.
