Are there TLVs for each substance?

No, only particularly hazardous substances and/or those produced in large volumes are subject to ELVPs. Official bodies are unable to work on the 100,000 or so substances on the market. This is why, under REACh, manufacturers are asked to define DNELs and DMELs, which can be used pending official VLEPs.

Are VLEPs harmonized at European or international level?

It should be remembered that VLEPs are part of the risk management measures implemented in each country, and that these VLEPs are defined according to toxicological and epidemiological criteria, as well as socio-economic criteria. In other words, the notion of acceptable risk for a substance may vary from country to country, for a variety of reasons.
