2. Understanding the obligations associated with registration on the candidate list

The candidate list identifies SVHC substances. SVHC substances have properties of very high concern that may have serious and often irreversible effects on humans and/or the environment. Their marketing and use are therefore likely to have health and/or environmental impacts that need to be known, anticipated, and managed if necessary.

This is why the inclusion of a substance on the candidate list requires the manufacturer and/or distributor to inform the downstream chain of its hazardous nature. The information required differs depending on how the substance is used. These obligations concern:

  • the substances themselves;

  • their presence in a mixture;

  • their use in the manufacture of an article.
