3. Making evidence-based decisions

The quality management system operating model, based on the PDCA ( plan , do , check , act ) approach, is reinforced in ISO 9001:2015.

This PDCA logic has been integrated into quality initiatives since at least the 2000s, and has often been applied in the sense of plan -> do -> check -> act . For example, it has become customary in quality initiatives to define processes, quality policy - in a word, the organization - then implement it, carry out measurements and assessments, then improve the arrangements.

Without questioning this order, which is relevant in some cases, it can be interesting to apply PDCA, starting with check , then act , then plan , then do and so on.

Particularly when it comes to upgrading a quality management system, an assessment of the existing situation, performance and shortcomings...
