Does the documentation system have to include procedures?
Since the 2015 version, there are no longer any documented procedures required. The term procedure is no longer present in ISO9001. To be perfectly honest, this was already practically the case with the 2008 version of ISO 9001, since procedural requirements only concerned quality management procedures (documentation, audits, corrective actions...) and not the operational activities of companies. This doesn't mean that procedures have been banished from the documentation system, but it does allow greater latitude in the definition of the documentation system: managers and employees are invited to reflect on the need for documents, and to decide for themselves on the importance, form and usefulness of establishing them.
