Is there a regulatory definition of the independence of two MMRs?

No, and this lack of definition is often the source of disagreement between manufacturers and the authorities. Indeed, manufacturers sometimes propose to value MMRs managed by the same processing logic for the same scenario. To date, and regardless of the "reliability" of the processing logic, the French authorities have maintained the position described above, in the paragraph entitled "The case of passive measurement".

Can two independent MMRIs be used to exclude a hazardous event from the PPRT?

The independence criteria for MMRIs cannot be transposed to judge the independence of MMRs from the point of view of applying the PPRT filter.
