2. Identify the scope of the SMS
According to article 7 of arrêté ministériel du 10 mai 2000 modifié , "the operator shall set up a safety management system applicable to all installations liable to generate major accidents".
Major accidents are events such as an emission, fire or explosion involving one or more hazardous substances or preparations, which pose a serious threat to human health or the environment.
The safety management system of an establishment subject to authorization with servitudes must therefore cover all the site's major risk activities, and not just those for which the site is classified.
