5.1 Don't wait to be informed by a third party
If your neighbor informs you of pollution on your site (e.g.: his well is contaminated or chemical vapors are perceptible in his subsoil) or if you read about it in the local press (e.g.: a neighboring public worksite has discovered pollution during excavation from an old spill on your site), the situation has reached such proportions that corrective measures on your part will not only be urgent, but also very costly and complex.
