7.1 Failure to contact the ICPE inspector as soon as possible in the event of a problem
The notion of "best lead time" is not defined in either legislation or case law.
The time limit is assessed on a case-by-case basis, depending on the nature and seriousness of the incident or accident.
It is reasonable to consider that a maximum period of 1 to 3 days following a damaging event is a useful period for gathering the initial information needed to inform the authorities.
The challenge is to manage the situation in a non-confrontational way, to avoid adding administrative and criminal sanctions.
