4. Mistakes to avoid

4.1 Don't confuse BREF with BAT conclusions

A BREF is a reference document for BAT in one sector ("vertical" BREFs) or for multi-sector aspects ("horizontal" BREFs). BREFs are drawn up by the European IPPC Bureau (EIPPCB), a department of the European Commission.

The Conclusions on BAT is a part of the BREF, which sets out the conclusions concerning BAT, their description, the information needed to assess their applicability, the emission levels associated with the best available techniques, the associated monitoring measures, the associated consumption levels and, where applicable, the relevant site rehabilitation measures.
