The process can be structured as follows.
2.1 Mapping the players
A good way of approaching complexity in a project is to draw up a stakeholder map. In this case, all you need is a whiteboard to draw the various players in the project on the board. There's no need to draw them in any particular order. On the contrary, the desire to give an order at this initial stage runs the risk of derailing the process. It's also important to avoid groupings, for example by type of stakeholder.
