Targets are allocated by project/program management.

The cost design criterion must be treated on the same level as the other product performance criteria. It is up to the chief engineer and designer to define a product that meets all of the objectives set, including that of cost (overall optimization).

The conduct of CCO operations is therefore under his technical responsibility.

As the process requires the implementation of specific techniques (functional and value analysis) and the facilitation of collective and creative work, it may be assisted by a CCO operations leader. An external intervention may have the advantage of questioning without preconceptions or the weight of past experiences (candid role). The search for innovative solutions requires thinking outside the box and broadening the scope of investigation....
