Analyze the expression of requirements provided, and complete or identify the system's operational stakeholders and all other stakeholders (actors) over the entire lifecycle. Identify the expectations and needs of these other stakeholders.

Analyze and complete operational scenarios if necessary.

Consolidate and organize the complete requirements list as in step 3.
