2.1 The work does not make the project
For the engineers who build it, an infrastructure is an eminently physical object. But it is also a human adventure, the fruit of hard work and multiple skills, and a contribution to the common good of the region in which it is built. And so, from the very beginning of the project's history, there is an intangible and symbolic element associated with its creation.
The same is true for the elected representatives and technicians of the local authority who commission it, even if their stories are not quite the same.
