The approach used in this situation is derived from the theory of Rough Sets and is as follows:

• identify an exhaustive population of potential ideas or projects to be classified ;

• define a set of criteria characterizing all ideas or projects;

• enter all ideas or projects using the following criteria;

• define a target idea or project ;

• extract a sample of a few ideas or alternatives (5 to 7) from the population;

• rank ideas in descending order, according to the expert's preferences;

• extract preference and non-preference rules by comparing two by two the ideas or projects in the sample;
