4. Conclusion – Next steps

4.1 Sailor training

All seafarers working on board a commercial vessel must have the required qualifications. Certificates are based on an international standard. The resulting code establishes a detailed reference system for the skills required to perform each of the functions on board (captain, bridge watch leader, qualified deck seaman, etc.). There is no obligation to train seafarers to operate wind-powered vessels, and wind-powered vessels are already in operation with no recorded accidents, due to sufficient mastery by the crews.
