Sworn

Who has taken an oath before a judicial authority and can draw up reports.

Operator

Natural or legal person, under public or private law, holder or applicant of the authorization to operate.

Administrative judge

Judge competent to deal with disputes between private parties (individuals, private companies, associations, etc.) and public-sector entities (notably the State and local authorities); designates the administrative tribunal (1 ^er level of jurisdiction), the administrative courts of appeal (2nd level of jurisdiction), the Conseil d'État (3rd level of jurisdiction).
