4. Conclusion

It is therefore clear that, on the one hand, the file accompanying the letter of application for authorization and, on the other, the requirements set out in the prefectoral decree issued are, for the petitioner, tools to help design a project known to the authorities and third parties, whose operating conditions present acceptable risks for people and the environment, and are subject to monitoring and control by the inspectorate of classified facilities.

These rules are in line with the fundamental principles of the French Constitution (and its Environmental Charter), in particular the principles of prevention and public participation. Every day, every week, every month, new regulatory and technical requirements are laid down and published.
