The notion of "best lead time" is not defined in either legislation or case law.
The time limit is assessed on a case-by-case basis, depending on the nature and seriousness of the incident or accident.
It is reasonable to consider that a maximum of 1 to 3 days following the incident or accident is a useful period for gathering the initial information needed to inform the authorities.
