8.1 Check that the MMR performs well
Before valuing an MMR in the face of an accident scenario, it is important to check that the MMR is "efficient".
In the context of EDDs, article 4 of the PCIG decree of September 29, 2005 specifies that: "To be taken into account in the probability assessment, risk control measures must be effective, have implementation kinetics in line with those of the events to be controlled, and be tested and maintained in such a way as to guarantee the continuity of the aforementioned positioning". If this is not demonstrated in the ESD, the DREAL may decide not to include MMR in the assessment of the scenario's probability.
