Sworn

Who has taken an oath before a judicial authority and can draw up reports.

Operator

Natural or legal person, under public or private law, holder or applicant of the authorization to operate.

Minutes

Document drawn up by an authorized authority to establish the existence of a fact liable to result in administrative sanctions and/or criminal prosecution.

Liability

Obligation to answer for damage before the courts and to assume the administrative, civil and penal consequences.

Administrative liability

Obligation to answer to an administrative authority for infringements of the interests it is charged with protecting.
