1. Demonstrate compliance with the general requirements applicable to the installation

The operator may not start up the plant until the registration order has been notified and published.

However, unlike the authorization system, the general (or standard) requirements are known in advance. It is therefore up to the applicant to justify compliance with these requirements in his application file, by presenting the measures adopted and the expected performance that will guarantee compliance.

If there are gaps that cannot be bridged, the operator can ask for the general prescriptions to be amended. There are two possible responses from the authorities:
