1. Protection against the risks that surround us

Identifying the risks that surround us, be they natural, technological, health-related or even terrorist threats, should enable us to better anticipate the emergency situations we might face should they arise.

Identifying them involves first of all making an inventory, then assessing their potential severity, and even their probability of occurrence in space and time.

Knowing what they are should enable us to take the necessary precautions to better manage them, and thus limit their consequences by implementing countermeasures adapted to each context.

This is why the State, guardian of the general interest and protector of citizens, has, since the 1980s, produced a number of plans, documents and actions that take natural risks into account, integrating risk management tools, in particular :
