4. Specific prefectoral decrees
Under environmental law, the prefect can issue various prefectoral orders in addition to the "traditional" prefectoral operating authorization order.
4.1 Prefectoral formal notice order (APMD)
The APMD is issued by the prefect on the advice of the environmental inspectorate, after the latter has noted a non-conformity in the operation of an ICPE. This non-compliance may be a deviation from the applicable regulations (e.g. lack of retention under polluting liquid deposits), or a failure to obtain authorization or declaration (early operation of a facility without having followed the procedures associated with the regime).
