Can the re-examination file be outsourced to a specialized engineering firm?

Yes, as is the case for almost all studies associated with ICPE regulations. But whether the review file is produced in-house or externally, it remains the responsibility of the operator. You can therefore subcontract, but you must take the time to validate all the elements of the file (content).

What are the penalties for failing to submit a review file?

When an operator fails to complete a review file, the prefect may apply the administrative sanctions provided for under legislation governing classified facilities (article L. 514-1 of Code de l’environnement ).
