4. Identify the powers of SPPPI or S3PI

The SPPPI or S3PI do not have decision-making powers with regard to ICPE operators, but the results of their studies and reflections can guide the prefect's decisions concerning your facility.

A report assessing their strengths and weaknesses was produced by the Inspection générale de l'environnement, at the request of the French Ministry of Ecology, and published in March 2010 (Report no. 007166-01, Bilan des SPPPI en France, available at www.ladocumentationfrancaise.fr ). The report underlines the effectiveness of SPPPI action in defusing crises, reducing pollutant emissions, improving the prevention of major risks and enhancing relations between members.
