1. How does the SPPPI or S3PI work?

The SPPPI or S3PI takes the legal form of an association; it is therefore not a government department, but a person distinct from the administration.

1.1 Membership and chairmanship

The prefectoral or inter-prefectoral decree setting up the committee lists its members (article D. 125-35 of Code de l’environnement ).
