2. What are the principles of passive construction?
For a building to qualify as passive, it must, at a minimum, comply with the certification process, which includes several requirements. A simple declaration of compliance is insufficient. Certification programs have been established in European Union member states to verify compliance with the specifications. The table at1 allows for a comparison of the criteria adopted in three countries: France, Switzerland, and Germany.
