2. Designing a Project That Meets Energy Efficiency and Regulatory Standards

2.1 Integration of Best Available Techniques (BAT)

Starting with the preliminary design (APS) phase, the technical team must incorporate BAT concepts derived from European reference documents (BREFs). For a combustion facility or a waste-to-energy site, applying BAT means designing advanced flue gas treatment systems (denitrification via SCR/SNCR, desulfurization, bag filters for particulate matter) and selecting burner configurations with low NOX. The operator must demonstrate, in its operating permit application, that its technological choices meet the environmental performance and energy efficiency standards set by the European Union; otherwise, the application may be rejected by the environmental authority.
