5.1 Implementation of Prefectural and Ministerial Orders (AMPG)

Once industrial commissioning has been declared, the operator must implement a regulatory monitoring plan (PSR) to ensure daily compliance with the limits set forth in its prefectural authorization order or in the ministerial order on general requirements (AMPG) for the relevant regulatory regime.

  • Emission limits: continuous or periodic monitoring of atmospheric pollutant emissions (SO2, NOx, particulate matter, CO) at the stack outlets.

  • Water discharges: monitoring of temperature, pH, chemical oxygen demand (COD), and suspended solids (in purge or cooling effluents prior to discharge into the natural environment or the public sewer system).
