1. Determining the Site’s Classification (Energy Classification)

1.1 How the ICPE Classification System Works

The classification system for regulated facilities is the cornerstone of industrial environmental regulations in France. It is codified in Article R. 511-9 of the Environmental Code [https://www.legifrance.gouv.fr/codes/article_lc/LEGIARTI000006838668]. For the energy sector, facilities are classified under specific categories (notably the 29xx categories) based on the nature of the activity, the fluids used, or the thermal/electrical power employed.
