2. Traceability is not just a functional issue

We've just shown that, while a traceability system raises a series of technical and operational questions, it's impossible to answer these questions using technical and operational criteria alone. We'll show here that the same is true at functional level, i.e. if the implementation of a traceability system raises questions of a functional nature, it's impossible to answer them without first developing a strategic analysis.
