2. New global risk analysis method for a territory

This new method of global risk analysis assumes the existence of an operational counterpart. Insofar as the use of this method is left to the discretion of those who assume responsibility for risk prevention and management, and more precisely, those who ensure continuity of service in the territory, it must be accessible, functional and not in itself give rise to new cases of liability. Any non-evolutionary approach, in which the scenarios are fixed and ill-adapted, would involve the liability of both the local authority and the designer.

The method's operational counterpart is an accessible, easy-to-use tool that can be used to identify a large number of hazard sources likely to affect the area, to develop a priori (i.e. without feedback) accident scenarios and to propose appropriate protection–prevention actions.
