1. Territory and risks

Today's local authorities are faced with a wide range of risks, and the potential for domino effects is well established [17] . As a result, local councillors are assuming increasingly onerous and complex responsibilities. To face up to them, they need to know their territory and the related risks, their nature, their targets and their effects. A broad, multi-disciplinary a priori analysis of the impact of incidents, accidents and disasters on the territory, as well as their sequencing, would help prioritize the prevention and protection actions to be implemented, and also improve risk management.

In this context, we are currently unaware of any methods offering a cross-cutting, global analysis of risks in a given area. The aim of this article...
