4.1 Hazardous work (decree of July 7, 1983) (GN 13)
The operator may not carry out, or have carried out in the presence of the public, any work that would endanger the public or hinder their evacuation.
Work carried out on a floor of a building with an elevator, but which would block an emergency staircase if the building has no other means of evacuating the floors.
