 INTRODUCTION

One of the main aims of the SRU (Solidarité et Renouvellement Urbains) law of December 2000 is to encourage better control of outlying developments in order to limit urban sprawl and, at the same time, redensify town centers by encouraging urban renewal. It also calls for a diversified supply of quality housing.

More recently, the Grenelle de l'Environnement's conclusions on the theme of "urban planning and territorial governance" clearly underline that the challenge is to limit urban sprawl as much as possible, in order to reduce the consumption of space, soil sealing and the destruction of landscapes, and, in already urbanized areas, to promote a completely renewed conception of neighborhoods in terms of their functionality (housing, transport, shops, leisure activities, workplace, etc.), to make them both pleasant and energy-efficient.
