2. Drawing up specifications
The first step in any project is to draw up the specifications. These usually comprise several different sections: commercial and legal clauses, administrative and organizational clauses, and technical clauses.
What we'll call specifications in the rest of this article is in fact the technical part of the requirements expressed by the customer (project owner), and may be called CCTP (cahier des clauses techniques particulières), technical expression of need, technical specifications, etc., depending on the size of the project and the nature of the project owner.
These technical specifications are drawn up by the project owner's technical teams and will be given to potential suppliers (prime contractors) to draw up their technical and financial proposals.
