 INTRODUCTION

Next-generation networks (NGNs) have two properties that make them attractive to providers and users alike: they can be easily deployed, and they are efficient in interoperator data transmission. Their main feature is that they enable end-to-end QoS across different infrastructures and with different service providers.

NGNs use a bandwidth manager (RAC) that provides end-to-end QoS control to ensure adequate service levels and efficient network utilization. This control facilitates agreements between providers for new services.
