INTRODUCTION
Following the explosion at the AZF plant in 2002, the French Ministry of Ecology and Sustainable Development launched a program of action to strengthen industrial risk prevention. The priority of this program is to control risk at source. A new regulatory context has therefore been defined, generating new provisions and obligations for all operators. As part of the application process for an operating permit, a hazard analysis is required.
