Determining a structure's obligations under this regulation requires the appointment of a coordinator to centralize certain information. These obligations apply to legal entities, which are not the usual operating framework for a number of companies.

This coordinator will be able to rely on a network of correspondents within the functional entities to ensure that assessments (e.g., tonnage calculations, etc.) are carried out at the appropriate level.

In the case of companies with multiple sites, it can also establish the necessary synergies between the various structures, which may, for example, register similar substances...

In addition, the transition must also be ensured in relation to the company's various support functions, as the HSE department cannot be the only department concerned.
