1. What is the status of ELINCS substances under the REACh regulation?
A little background: what is an ELINCS substance?
On September 18, 1981, in application of the DSD directive, all substances present on the Community market were listed in an inventory known as the European Inventory of Existing Commercial Chemical Substances (EINECS). From then on, any substance not included in this inventory had to be the subject of an administrative dossier submitted to a member state for inclusion in a second list: European LIst of Notified Chemical Substances (ELINCS). A number was assigned in the format 4XX-XXX-X, associated with the notification number in the format AA-PP-OOOO, where :
A is the year of notification;
P is the country code, e.g. France: 01, Belgium: 02, United Kingdom: 06... ;
O is the notification order number...
